引述 :『點「碳」成金 年值台幣9800億 【聯合報╱編譯王先棠╱綜合外電報導】 2007.10.17 04:08 am 國外政府主管機關允許企業把「二氧化碳排放量的配額」當作有價商品來交易，形成為減少溫室氣體排放、延緩全球暖化的「碳交易」。 舉例來說，英國的碳交易採配額制，主管機關為所有企業擬定減少二氧化碳排放量的總目標，再限定個別企業的二氧化碳排放配額。某個企業若將排放量降低到配額標準以下，就能把剩下的配額賣給其他排放量比較高的企業，也可把配額存起來備用。 7月底，澳洲與加拿大分別成立碳排放交易平台。美國已有一自願參與式碳交易市場，近期還將成立水、電等公共服務公司專屬且強制參與的碳交易市場。 據估計，全球碳交易市場目前一年價值約300億美元（約台幣9,800億元），分析師預期成長空間大。 2005年歐盟啟動限定配額交易碳市場「歐盟排放交易計畫」（ETS）之前，英國已開始發展碳交易，但波蘭到2006年才有碳交易。 碳交易發展雖快，也有跡象顯示，ETS對於某些參與企業而言益處有限，尤其政府若釋出太多碳排放量配額，常使配額供過於求而大幅貶值，許多企業持保守態度。 英國經濟學人雜誌指出，貧窮國家碳排放量配額「排放減量權證」（CER）與歐盟碳排放量配額之間有「價差」。 』
