"The whole pondering process — Should we do it? Should we not do it? — has been truncated because the White House is doing it," says Theresa Nasif, director of the Federal Citizen Information Center, which helps coordinate Web outreach. "It's very exciting to be in government."

The data we're including in this first launch represents just a small fraction of all the interesting public data available on the web. There are statistics for prices of cookies, CO2 emissions, asthma frequency, high school graduation rates, bakers' salaries, number of wildfires, and the list goes on. Reliable information about these kinds of things exists thanks to the hard work of data collectors gathering countless survey forms, and of careful statisticians estimating meaningful indicators that make hidden patterns of the world visible to the eye. All the data we've used in this first launch are produced and published by the U.S. Bureau of Labor Statistics and the U.S. Census Bureau's Population Division. They did the hard work! We just made the data a bit easier to find and use.

first, a lot of times it's not even released. I mean people aren't putting it out there in any kind of way where we can access it. But even when it is, for example, like a mandate by an agency to report on food prices or a certain statistic, sometimes it's baked into PDFs. And it's put out in a way that you can't really do much with it, you know, interact with it, parse it out, discover what's there. So that said, that's starting to change. I mean there's been some folks that are saying, "Wait a minute. We've already collected this data, and if we spend a little extra time packaging it, we can put it out there. And it will essentially have a whole new lifecycle and start adding value back to the community--the tax payers that paid for it."

Web 2.0, meet dot-gov. Dot-gov, this is Web 2.0. Or at least that's the plan, now that the General Services Administration inked landmark agreements with several new media companies that clear up legal issues surrounding liability and government sunshine rules — thus easing their use by government agencies' websites. This announcement marks a big step for agencies that are trying to become more transparent and connect with citizens, but find themselves saddled with antiquated websites. Now that the bureaucratic brush has been cleared, government agencies will be free, for example, to embed videos and create photo widgets that citizens can embed into their MySpace or Facebook pages.

HackingCongress is a new hub for projects at the intersection of civics & technology, fostering civic engagement and education, advancing government transparency, and supporting communication with government. ("Hacking" has a dual meaning in the computer world and in this case it is positive slang for creative programming.) The focus of this site is on projects related to the U.S. Congress and state-level legislatures.

For the past two months, I’ve been developing RepresentedBy, a Facebook application created for the Sunlight Labs Apps For America competition. During the two months of development, I’ve immersed myself in the online government world and while I’ve been exposed to quite a lot of great work by passionate individuals, I’ve also realized how little of Congress is digitally transparent. Digitally transparent can mean a lot of things to different people, so in an attempt to quantify that, I’ve developed what I’m calling the DTI, or Digital Transparency Index. This is a number between 0 and 115 that gives you a rough idea of how engaged a legislator is in the digital world. Legislators are scored on the following criteria:

Gov 2.0 Summit will bring together policy-makers, elected officials, upper management in city, state, and federal agencies, technology leadership in all levels of government, private-sector internet business leaders, contractors, and consultants to establish high-level thought leadership across the spectrum of stake-holders. The event will frame the important questions before us with the participation of government, industry, non-profits, and academia: * How can we use technology to make government more transparent and accountable? * How do we bridge the culture of web innovation, forged around the world and in Silicon Valley, with the culture of political innovation? * How can we reinvent the contracting ecosystem, enabling a new model of public-private partnerships for the benefit of both sides?

Use open formats such as ATOM, XML, RSS, and RDF that provide the greatest flexibility for visitors and web–based services and which are generally preferred over proprietary formats requiring specific software to interpret the data. This helps to reduce the dependency on a single software vendor allowing the data to be usable in the future.

Barack Obama rode into office with a high-tech, open source campaign that digitized the book on campaigning. Now, with his selection of a celebrated open data advocate as his Chief Information Officer, Obama appears serious about bringing those same principles to the executive branch's treasure trove of data.
