國民黨改革國會，誓言推動陽光法案的話語還言猶在耳，不料國民黨團卻決定，將在明天(4日)院會提出復議，擋下逕付二讀的四項陽光法案，讓外界不禁質疑國民黨高呼國會改革是否又是「狼來了」。

以法案為例，經過一讀過後，有兩種路徑，一是經過委員會審查，二是逕付二讀，但委員會審查完畢後的草案，仍要經過黨團協商才能進入二三讀，而逕付二讀，也是要經過黨團協商後才能進入院會進行二三讀。在這裡，所謂的黨團，只要某個政黨席次超過六位，就能組成黨團，黨團有猛呢？大家有沒有注意到「所有黨團都簽字同意」這幾個字，就是說，只要有一個黨團撐著不簽，法案、預算就死在那裡。（當然有協商超過四個月，可以逕付表決，但通常都會在院會中被排到爭議法律後面，架一打，什麼都沒了）。

In an e-mail dated May 11, 2006, Sampson urged the White House counsel's office to call him regarding "the real problem we have right now with Carol Lam," who then the U.S. attorney for southern California. Earlier that morning, the Los Angeles Times reported that Lam's corruption investigation of former Rep. Randy "Duke" Cunningham, R-Calif., had expanded to include another California Republican, Rep Jerry Lewis. White House officials say both Bush and Rove complained to Gonzales that the Justice Department hadn't been aggressively enough about pursuing voter fraud cases, but didn't mention any prosecutor by name. Republican officials lodged similar complaints against Iglesias and U.S. attorney John McKay in Washington state, who was also forced out.

看來被檢察長們免職的原因，越來越接近未能體察上意，辦些有利於共和黨的案子，或是避開對共和黨不利的案子。

Moschella, the Justice Department's principal deputy associate attorney general, acknowledged the dismissals were poorly executed. "In hindsight, it could have been handled better," Moschella said. "It would have been much better to address the relevant issues [with each U.S. Attorney] upfront." Moschella said the firings for seven of the U.S. Attorneys were for reasons related to "policy, priorities and management -- what has been broadly stated as performance-related reasons."

Administration Agrees to Change Law on Replacing Fired Prosecutors

The Bush administration, bowing to an uproar over its firing of eight federal prosecutors, won't oppose legislation changing the rules for replacing them, senators said Thursday. The new legislation would remove the administration's power to fill the vacancies without Senate confirmation. Attorney General Alberto Gonzales also reportedly agreed to let five of his top aides involved in the firings talk with the Judiciary Committee, which had been prepared to authorize subpoenas for the officials.
