聯合國教育、科學及文化组織（UNESCO）創建於1945年11月16日，目前擁有191個會員國。對於聯合國這個專門機構來說，其首要任務不是在遭到破壞的國家建教室或是修復世界遺產遺址。該組織為自己確定的宏偉目標是：通過教育、科學、文化與傳播，於人之思想中建設和平。

經濟及社會理事會是根據《聯合國憲章》設立的，是協調14個聯合國專門機構、10個職司委員會和5個區域委員會的經濟、社會和相關工作的主要機構。經社理會還管轄11個基金會和規劃署。
聯合國的一個中心任務是促進生活水平提高、充分就業、經濟和社會進步以及發展。聯合國系統開展的工作中多達70％是為了完成這一任務。指導這一工作的信念是,消除貧窮和提高全世界人民的福利是為實現世界永久和平創造條件的必要步驟。 聯合國在促進發展方面有獨特的優勢。它在世界各地設有機構,它的综合性任務包括滿足社會、經濟和緊急情況需要。聯合國不代表某一國家的利益或某一商業利益。在作出重大决策時,所有國家無論貧富都有發言權。
